A local company can advertise just in its city, a national one can run different ads in different cities. This may apply to search results in Canada as well -- "Advertisers targeting the United States, Canada, the United Kingdom, Germany, France, Italy, Spain and the Netherlands have the most options. They can specify cities or metropolitan areas they wish to target. "
Other features - merchant can enter address and a radius, ads can be targeted based on latitude and longitude.
