CISTI Resources and Programs

NRC Canada Institute for Scientific and Technical Information (NRC-CISTI) announced some changes in an email to its subscribers:

"Over the course of 2008, the National Research Council (NRC) was included in the Government of Canada's Strategic Review process. As a result, NRC will be realigning resources and programs, which will include major changes to CISTI.

The NRC Strategic Review plan focuses on the issue of 'core role of government'. For NRC-CISTI, this will be realized through the spin-off of NRC Research Press and the transformation to new delivery models of the Information Intelligence Services and National Science Library Programs.

CISTI will continue to exist but will function on a significantly smaller scale, and will seek to deliver some services via private sector vendors or partners. The provision of scientific, technical and medical (STM) information remains a priority for NRC and the Government of Canada. CISTI will continue to partner with other organizations to fulfill its core role as part of Canada's innovation infrastructure, as feasible under the new model.

The option we have recommended for the Research Press is to move to a new not-for-profit corporate entity to permit a continued commitment to provide a viable Canadian S&T publishing option. Free electronic access to Research press journals for Canadians is in question due to the projected loss of DSP support.

It is too early to say how these changes will affect the way we work with you. The proposed program transformations will require investigation of feasibility and best options, consultation with staff, potential partners and stakeholders, and planning. This planning phase will occur in 2009, with implementation beginning in early 2010. You will be consulted as CISTI moves into the planning phase, and I will provide you with more information when I have more details.

CISTI's core value of delivering quality STM information service remains unchanged and we will try to minimize the impact of these changes on our clients and stakeholders. However, this year is going to be a very challenging one for everyone at CISTI due to the scale and complexity of the proposed changes and the ambiguity around how some of them will be implemented.

Sincerely, Pam Bjornson
Director General, Canada Institute for Scientific and Technical Information

Also the CISTI website has a new look to meet the "common look and feel" guidelines.

Databases from Resource Ontario

Resource Ontario, part of Knowledge Ontario, has licensed access for Ontarions to many premium online databases through their public libraries. Funding comes from the Ontario Ministry of Culture.

Databases are listed in this about-the-databases page.

Teen Health and Wellness from Rosen Publishing is one of these - expected to be available in March.

Unfortunately the public information has been written for libraries to use to register, and not for users to find or access. For that you must go to your public library website.

Toronto Public Library has this list of its databases. . You'll need your library card number to login.

All new eLibrary

New eLibrary Interface Shows the Path for ProQuest by Barbara Quint, Newbreaks (Jan 15)

Detailed description of eLibrary - market, content, and new features.

"The eLibrary service (www.proquestk12.com/productinfo/elibrary.shtml) leads ProQuest’s outreach to the K–12 and community college market. " ... "A new interface platform launched by eLibrary throughout this year will introduce special features such as Smart Content and Content Creators that support the multimedia, multisource eLibrary content and user experience."

Of interest - there will be editors working to provide "best of" answers.
"The Smart Content feature, which Beach says was called the "aggretorial" internally, has teams of editors preparing overviews of the most-queried and most-studied topics, a "smart page" that provides top document and multimedia picks, plus suggestions for other research lines. Smart Content combines eLibrary’s 65 million documents with editorially prepared content. This means what users need first, they see first. The editors bring best-of material "above the fold" to provide comprehensive, foundational understanding of the topic as well as pathways for further exploration. For most-queried and most-studied topics searched, results sets will display a "smart page" that provides biographical, historical, and other contextual information, in addition to eLibrary editors’ top document and multimedia picks."

And with Content Creators, users will be able "to create customized web applications within the eLibrary system. "

Best of both worlds - editors organizing material, and users customizing personal views or collaborating.

It Pays to Pay for Market Research

Free Data: Turning It into Something Worth Paying For by David Gudgin, FUMSI (Nov 2008)

David Gudgin, Sales and Marketing Director at Euromonitor International plc, argues persuasively that paying for market intelligence data is worth it. Free sources from governments of business information websites are not necessarily comparable, reliable, or complete.

"Key questions to ask of your information sources are:

* What are the data sources? Are they reliable?
* Are categories and methodologies clearly defined?
* Can data be compared across countries?
* Why are there gaps in the data? Can they be filled?"

The article shows how Euromonitor International handles each of these in its macro-economic research.

Gale Acquired HighBeam Research

Gale Acquires HighBeam Research, Inc., Gale press release (Dec 15)

This is interesting.

"Gale, part of Cengage Learning, has acquired HighBeam Research, Inc., producer of the award-winning HighBeam Research Library and the online reference site Encyclopedia.com. With its mission of helping people find, organize, and share authoritative information via the Web, HighBeam offers a broad collection of editorially selected information that supports learning and inquiry. Its growing base of content, which includes newspaper archives, journal articles, magazines, reference works and more, provides a powerful resource for individuals, students, and business professionals. The HighBeam Research Library has garnered numerous awards, including a prestigious CODiE for “Best Online Reference Service.”"

Long ago there was Homework Central a service from BigChalk, an education network. BigChalk also produced and supported eLibrary, an online resource for individuals to get reference materials and magazine articles. This was when the Web was still young and good content was hard to find. eLibrary went through a transformation or two. Infonautics bought it and was acquired by Tucows which in turn sold eLibrary to Proquest. Proquest bought bigchalk in late 2002, Alacritude bought eLibrary in 2002 and stocked it with materials from Gale and Proquest. Two years later in 2004, Patrick Spain, the CEO launched HighBeam. At the time, Spain's aim was to provide information to small business and individuals.

""Until now, a research service like this was only available to large enterprises—individuals were forced to make do with less effective research options, such as advertiser-driven free online search engines. HighBeam Research helps its members to become effective researchers by bridging the vast gap between free online search engines and high-end information services that large enterprises utilize.""

It would charge $80 US a year for access to the articles, encyclopedia, and variety of search tools for alerts and saving articles. It was marketed as a research tool. There must have been buyers. As I recall it connected (in 2005) with Looksmart's FindArticles (now owned by CBS Interactive - when did that happen?) as a source of premium articles.

Clearly there is a long history and many entanglements. Now that Gale owns HighBeam, what will it do? Will Gale enrich it with more material from its InfoTrac database and make it more attractive to small business and individuals? Will it absorb it in its library offerings ? It takes a lot of persuading to get people to buy content on the Web, and it's not Gale's traditional market. My bet is on the public library angle.

Gale is part of Cengage Learning - "A company that delivers highly-customized learning solutions for universities, instructors, students, libraries, government agencies, corporations, and professionals worldwide"

Dialog fit with Proquest

Whither Dialog? ProQuest Takes the Reins of the Venerable Search Service by Barbara Quint, Newsbreaks (June 19)

Is adding Dialog, which has been primarily used in corporate / business and government markets, a good fit with ProQuest which has been mainly serving public libraries and academic institutions?

Plan: "Kahn made it clear that ProQuest didn’t acquire Dialog to "be a cash cow or to wind it down." It is taking the unit intact, about 150–170 employees, most located in three locations—Sunnyvale, Calif., Cary, N.C., and London. When the lease expires in North Carolina, he plans to move that office. Kahn will focus on keeping and reconstituting the sales, training, and support teams at Dialog. Sales had been integrated into Thomson Reuters Scientific. With most of the sales force remaining with Thomson, that will leave ProQuest light on sales staff for Dialog. Even ex-Dialog salespeople have reportedly been approached for rehiring."

In the companion article - ProQuest Dialog: Predictions and Reactions -- Barbara Quint asks, "Can ProQuest do better than Dialog's previous owners? Can the company design and implement anew integrated platform that combines all the precision searching functionality traditional to Dialog, while adding all the innovations of the last 10–15 year sand anticipating the next 2–5? Can it build a Web 2.0-compatible online environment before time and the tide of web forces move on to Web 3.0? Is the information professional market strong enough to make it worth its while? Can working with info pros bring about new products and new development processes that lead to end-user products?"

WiseTo Social Issues An Excellent Resource

Thomson Gale Launches New Social Issues Site, Newsbreaks (May 7, 2007)

This Newsbreaks' article gives a fuller description of the WiseTo Social Issues website announced last month. This site is a reference resource for discussion and examination of over 100 controversial topics and issues.

"Consistent with Thomson Gale’s long-standing mission of advancing learning and libraries, WiseTo Social Issues features unbiased, academic-quality information that represents all sides of highly contested issues. The site offers library-quality reference content exclusively created by or licensed from third parties by Thomson Gale, which has produced trusted information for libraries, schools, and businesses worldwide for more than 50 years."

In an earlier posting about WiseTo Social Issues I had said that searching was free and access available at a low cost. In fact, overviews to topics and some articles are free.

To see this, search on a topic and use the drop-down sort-by box to select Free Content, as shown in the screenshot below on a seach for marijuana. The re-sort will show the free articles first.

Search for marijuana at WiseTo Social Issues

The box for Social Issues Topics lists the topics where marijuana is discussed. See Legalization of Marijuana for another view of free content - the overview, and three points of view. There may also be some "fast facts" and statistical data. "Read More Articles" runs a search to find free and premium articles.

Access to the entire topic requires an Expert Pass costing $7.99 US for 30 days. Thomson Gale said in the announcement that it will be offering a pass to the entire site soon.

There are also Ads by Google, which, from what I saw, are fairly relevant. Bioethics came up on topics related to death and dying.

WiseTo Social Issues also has a Study Center with information on how to cite sources, and on thinking critically.

I think this service is going to be enormously valuable to students and wish I had known about it a couple of months ago when I was tutoring a university student in the analysis of a social issue. It would have simplified the research and given more time for thinking about the issue.
